§ 10.16.040. Special speed restrictions.

  • In accordance with requirements of the Iowa State Department of Transportation (IDOT), or whenever the council shall determine upon the basis of an engineering and traffic investigation that any speed limit listed in Section 10.16 is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the city street system, the council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe at such location. The following special speed zones have been established: (Code of Iowa, Sec. 321.290)

    20 Miles Per Hour. A speed in excess of twenty miles per hour in any school zone (as defined in this chapter) on school days, Monday thru Friday, from seven a.m. to six p.m. when signs are erected giving notice thereof. A speed in excess of twenty miles per hour shall be unlawful on any of the following locations:

    A.

    South 7th Street between 3rd Avenue East and 6th Avenue East;

    B.

    5th Avenue East between South 7th Street and South 9th Street;

    C.

    Orchard Avenue between Mabel Street and four hundred feet northeast of Pella Avenue.

    30 Miles Per Hour. A speed in excess of thirty miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    South Market Street, from one hundred fifty feet north of Eighth Avenue West one hundred feet south of Third Avenue;

    B.

    A Avenue, from Eleventh Street to eight hundred seventy-five feet west of the centerline of L Street.

    35 Miles Per Hour. A speed in excess of thirty-five miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    North Market Street, from A Avenue to one hundred feet south of Sheriff Avenue;

    B.

    South Market Street, from one hundred fifty feet north of Eighth Avenue West to one hundred feet north of Fifteenth Avenue;

    C.

    A Avenue East, from Eleventh Street to two hundred feet east of Seventeenth Street;

    D.

    Seventeenth Street, from Eleventh Street to east city limits;

    E.

    South Eleventh Street, from Seventeenth Avenue East to Tenth Avenue;

    F.

    Eleventh Avenue West, from Market Street to O Street;

    G.

    Twenty-third Avenue West, from F Street to the city limits west of Edmundson Drive;

    H.

    East Glendale Road, from Market Street to the east city limits;

    I.

    Gateway Drive, from A Avenue to Third Avenue.

    40 Miles Per Hour. A speed in excess of forty miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    North Market Street, from one hundred feet south of Sheriff Avenue to four hundred fifty feet north of Glendale Avenue.

    45 Miles Per Hour. A speed in excess of forty-five miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    South Market Street, from one hundred feet north of Fifteenth Avenue to five hundred feet south of Eighteenth Avenue;

    B.

    A Avenue East, from two hundred feet east of Seventeenth Street to the east city limits;

    C.

    Seventeenth Street, from A Avenue to the south city limits;

    D.

    A Avenue West, from eight hundred seventy-five feet west of the centerline of L Street to the west city limits;

    E.

    Progress Drive, from A Avenue to Third Avenue.

    50 Miles Per Hour. A speed in excess of fifty miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    North Market Street, from four hundred fifty feet north of Glendale Avenue to one hundred feet north of Cowan Avenue.

    55 Miles Per Hour. A speed in excess of fifty-five miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    North Market Street, from one hundred feet north of Cowan Avenue to the north city limits;

    B.

    South Market Street, from six hundred feet south of Sixteenth Avenue to the south city limits.

    65 Miles Per Hour. A speed in excess of sixty-five miles per hour shall be unlawful on any of the following designated streets or parts thereof:

    A.

    Highway 163 within the city limits.
