Collection of solid waste and recyclable materials within the city shall be only by collectors licensed by the city. Licensed collectors are required to provide curbside collection of recyclables for each of their customers and to comply with the state mandated reduction in volume of solid waste disposed of at the sanitary land fill. Said mandates require twenty-five percent reduction by January 1, 1994 and fifty percent reduction by January 1, 2000.
