PREAMBLE

We, the citizens of Oskaloosa, Iowa, have adopted this Home Rule Charter, which provides for a Mayor-Council-Appointed Manager form of government, based upon the following principles:

1) That the government of Oskaloosa is a representative form of government directly accountable to its citizens, who all share the responsibility for it.

2) That the government of Oskaloosa, and those representing it, should be accessible and responsive to the people.

3) That each citizen has a right to obtain fair, equal and courteous treatment from each City official and employee.

4) That the government of Oskaloosa promote the health, safety and general welfare of its residents and encourage the participation of its citizens in their government in order to secure the full benefits of "Home Rule."

DEFINITIONS

As used in this Charter:

1. "City" means the City of Oskaloosa, Iowa.

2. "City Council" or "Council" means the governing body of the city.

3. "Shall" imposes a duty.

4. "Must" states a requirement.

5. "May" confers a power.

6. "Registered voter" means a registered voter of the City of Oskaloosa, Iowa.

7. "Board" includes a board, commission, committee or other similar entity, however designated.

8. "Person" means an individual, firm, partnership, corporation, company, association, political party, committee or any other legal entity.

9. "Ordinance" means a City law of a general and permanent nature.

10. "Measure" means an ordinance, amendment, resolution or motion.
