§ 2.10. Appointments.

  • A. The Council shall appoint the City Manager. In time of prolonged absence of the City Manager, Council shall appoint present City staff members to assume all or parts of the City Manager's duties until the Manager has returned to work or has been replaced.

    B. The Council shall appoint the City Clerk.

    C. The Council shall appoint the City Attorney and such other legal counsel as it finds necessary.

    D. The Council shall approve or reject the City Manager's recommendation for appointment or dismissal of the Fire Chief and/or Police Chief.

    E. The Council shall appoint all members of the City's boards, commissions and committees, except as otherwise provided by State law. Appointments shall be made with an attempt to reflect a cross section of the City.

    F. The City Council shall fix the compensation of persons it appoints and shall provide for the method of appointment, promotion, removal and compensation of other City employees. All appointments and promotions of City employees must be made according to job-related criteria and be consistent with nondiscriminatory and equal employment opportunity standards established pursuant to law.
