§ 5.1. Establishment.

The City Council may establish boards, commissions and committees in addition to those required by State law and shall specify the titles, duties, length of terms, qualifications of members and other appropriate matters. The City Council may reduce or increase the duties of any board, commission or committee, transfer duties from one to another or dissolve any board, commission or committee, except as otherwise provided by State law or this charter. All members of boards, commissions and committees shall be registered voters of the City of Oskaloosa except rural members of the Library Board.
