The Council shall, subject to the requirements of State law, seek to provide broad representation on all boards, commissions and committees. The Council shall establish procedures to give at least thirty (30) days' notice of vacancies before they are filled and shall encourage nominations by citizens. The Council shall establish conditions for the removal of members for just cause, consistent with State law.
